Anna Hazare announces formation of apolitical front called Jantantra Morcha to fight for people's rights and bring systemic change in the country

Anti-graft crusader Anna Hazare on Wednesday announced formation of an apolitical front called Jantantra Morcha to fight for the people's rights and bring about the systemic change in the country.

Launching the next phase of his movement at Jantantra rally at the historic Gandhi Maidan here, Anna said that new organization had been formed not to contest the election but to serve the people of the country. "This front will work towards bringing about total change in the system to rebuild the nation," he said.

Making the rallyists take an oath to commit themselves to the fight against corruption, he said that the new front would strive for rooting out corruption at all levels in the country, strengthening of the Right to Information Act, empowering of the Gram Sabhas, introduction of the right to reject and right to recall provisions in the electoral process and ensuring people's participation in the formulation of policies.

Back in action: Anna on a new crusade

He called upon the people, especially the youths, to join the front to realize the unfulfilled dreams of Mahatma Gandhi and Jayaprakash Narayan.

He said that Parliament and the state assemblies had the power to make laws but the lawmakers were desisting from introducing the Jan Lokpal bill. "There are 163 tainted MPs in the Parliament," he said. "If they pass the bill, 15 ministers will have to go to jail."

He said that if the people get united, the lawmakers would have to seek their views while preparing the drafts of all the proposed legislations.

Anna, who was accompanied by former Army chief Gen V.K. Singh, Kiran Bedi, Rajinder Singh and many others on the dais, said that he would travel across the country to drum up support of at least 6 crore people for his cause. "If 6 crore people unite for a cause, the government will have to listen to their voice," he said. "When they will seek introduction of the Jan Lokpal bill in Parliamwent, the government will have to ensure that."

He, however, exhorted the people not to resort to violence anywhere to press for their demand. "Nobody should damage any national property in the name of agitation," he said.

Anna said that he had got inspiration from the youths of the country. "The enthusiastic youths of Patna have inspired me," he said. "They have instilled in me energy enough to travel across the country."

Speaking on the occasion, Gen V K Singh said that if nothing was done by the government in the next six months, an unprecedented movement would be launched under the leadership of Anna.

Meanwhile, Bihar chief minister Nitish Kumar said in Patna that mass movement was necessary for understanding the values of democracy. "Annaji is trying to wake up the people against the lacuna in the system," he said. "It is a welcome step."

He said Anna had touched the right chord of people by staying at JP's house. Anna's rally, however, disappointed the Opposition in Bihar. RJD's leader of the opposition Abdul Bari Siddiqui said that Anna had refrained from speaking anything on the rampant corruption prevalent in Bihar.

Earlier, Anna left the JP house, where he had stayed last night, in an open jeep and travelled through main thoroughfares of the town. The crowd at the rally ground was, however, less than expected but it did not deter his supporters. They said that unlike the rallies of political parties, not a single penny was spent to bring in the crowd to the venue.

Anna launches 'Jantantra Morcha', aims to change system

PATNA: Anna Hazare on 31.01.2013 launched a new outfit " Jantantra Morcha" at a rally in Patna.

"Now a change in the system is our aim. The change can be brought about by passing the Jan lokpal Bill and decentralizing power to gram sabhas and ward sabhas," he told a public meeting.

The social activist said the new outfit would not join electoral politics and the occasion marked the beginning of the "second freedom struggle". He said now he plans to tour the entire country to awaken people. "I wish to awaken only six crore of the country's 120 crore people. If six crore people are with me, government "ki naak dabaunga, munh khulegi" (government will be forced to talk)," he said. He said the government would be forced to give Jan lokpal to the country.

In his 45-minute speech, Anna did not refer to Arvind Kejriwal at all. Alleging the Congress-led government did not intend to bring the Jan lokpal because 15 of its ministers would be behind bars and that 163 of the MPs were tainted, he said after the demand of Jan lokpal was fulfilled they would force Parliament to empower people with the "right to reject" and "right to recall" their candidates if they were unworthy.

"None of the rejected candidates should be allowed to contest election," he said and added that parties would be forced to give tickets to clean candidates.

Hazare said he chose Bihar as the venue for his first 'Jantantra Rally' because the "pious land" was the "tapobhoomi" of JP and Mahatma Gandhi. "We have to realize the dreams of JP that have remained unfulfilled," said Anna in a bid to strike a chord with the crowd responding with an applause every time he used adjectives like "goonda", "lootera" and "ghotalebaaz" for the people in power.

Former army chief Gen VK Singh and former IPS officer Kiran Bedi were present at the rally as well.

IAC is now Jantantra Morcha

The andolan formerly known as India Against Corruption will henceforth be organised under the banner of Jantantra Morcha, veteran activist Anna Hazare said on Wednesday.
Addressing a gathering at Gandhi Maidan here, he said the morcha would mobilise people on a host of issues with a demand for effective legislation to fortify the democratic processes.

Transparency in administrative systems; strengthening the Central Bureau of Investigation and the Central Vigilance Commission; making the village an administrative unit; more rights to gram sabhas, employment generation, creating marketing units at the village, block and district levels; linking agriculture and business; land and farmers’ rights; free cooking gas for the poor; enlisting participation of former Army personnel; framing a new health, education, employment, tax and youth policy; bringing back black money; life term for adulteration, and lowering inflation and oil prices are some of the areas in which the morcha will call for stronger legislation and policies.
Mr. Hazare said while Parliament had the authority to frame laws, civil society participation at the drafting stage was essential. “Those in power only fear losing it. If people unite and show that they have the power to topple the government, then the government will have to frame laws [as per the will of the people],” he said.
“As long as power is not vested in the people, we are not a Republic,” he said.
When the coal scam was exposed, both “[Congress leader] Sonia Gandhi and the BJP said they would go to the people. That means the people’s Parliament is above the Delhi Parliament,” he said.
‘New Bharat’
On the occasion of Mahatma Gandhi’s death anniversary, he administered a pledge to his supporters to create “a new Bharat and a true democracy.” An exhibit of mud, stained with Gandhiji’s blood, was displayed on the stage. Mr. Hazare and the audience took an oath upon it to cherish “Bapu’s legacy.”
Exhorting youth to devote their energies to the “second freedom struggle,” he stressed non-violence as a potent weapon for revolution. He called for the participation of Dalits, Adivasis, the landless poor, Muslims, fisherfolk and other marginalised communities.
Lokpal Bill
The former IPS officer, Kiran Bedi, said the andolan would demand the passing of the Lokpal Bill in the coming budget session.
The former Army Chief General V.K. Singh (Retd.) said the struggle for bringing about a “fundamental change” in the country had begun from Bihar. In the next six months if there was no response from the government, “there will be an unprecedented andolan.”
At the rally, Mr. Hazare released a book, Uprising 2011, authored by Ms. Bedi and Pawan Choudhary. It is a chronicle of the anti-corruption movement and comprises photographs and press clippings.
